There are two categories of providers – adult education centers (providers that work on non-formal adult education programs and perform a social function) and adult education institutions (provide adult education in a particular field), which should systematically meet the needs of adults in professional and personal development as well as the availability of adult education for all potential applicants.
At the same time, equal rights and responsibilities are provided for all adult education providers, and requirements for ensuring the quality of their educational activities are defined.
One of the new institutions, according to the bill, should be the National Council for Adult Education – an advisory body that will ensure the influence of the public on the formation of state policy in the field of adult education.
In addition, the bill defines the legal basis for financial support for adult education, including the activities of the Adult Education Support Fund, the main purpose of which is to provide financial support to providers and applicants for adult education on a competitive basis.
Draft laws amending the Budget and Tax Codes to support adult education, designed to improve the system of financing adult education, are also being brought to the attention of the public.

That is, the algorithm for working with potentially patients is as follows – the temperature is measured at the entrance to the dormitory or building. If it is elevated, the student is isolated here on the spot, calls the family doctor for advice. Then everyone acts according to the doctor’s recommendations. The doctor may say that there is no reason to worry, but may refer you to hospitalization or testing. Universities are not hospitals, they do not hospitalize students.
One of the problematic issues is observers. If a student is not subject to hospitalization, but must pass a test, and the doctor decides to send him for observation, then …
In Kyiv, there are only observers for those who come from other countries. We will work together with the city, the Ministry of Education and Science and universities to resolve this issue. So far, the State Food and Consumer Service assures that there is a place to place students in hospitals, there is no need to close dormitories for observation in whole or in part at any university, except for the outbreak in 12 dormitories of KPIs. Next we will work on resolving the issue.
Universities have autonomy, ie each university, taking into account its characteristics, can paint scenarios for students, teachers, deans, dormitories.
